LA CITY CHARTER REFORM - UPDATE

The Appointed Charter Reform Commission and the Elected Charter Reform Commission are moving quickly toward a vote on the final version of the new City Charter. The "conference committee" made up of representatives of both Commissions are working together to have is one measure on the June, 1999 municipal ballot. The key provisions that the Appointed Commission recommends (relating to planning) include:

• Mandating the creation of from three to seven area planning commissions with authority over local, quasi-judicial land-use decisions. Commissions would be comprised of five members each, appointed by the Mayor with City Council approval. Commissioners would be required to reside in their area of jurisdiction.

• Eliminating overlapping responsibilities and confusion by combining the Planning Commission and Board of Zoning Appeals into one citywide Planning Commission. Expands the size of the City Planning Commission from five to nine members.

• Establishing an Office of Neighborhood Empowerment to coordinate the activities of appointed neighborhood councils, and allowing the City Council to delegate certain decisions to these neighborhood councils.

Now is the time to contact the City Council members or our committee members and support the idea for one measure on the ballot or call committee chairs Craig Lawson or Larry Kosmont.
Committee members include: Ed Casey, Tom Freiberg, Rob Jernigan, Carole Linn, Robert Mosier, Norman Murdoch, Sandy Paris, David Waite, Allen Walz, Stan Michota John Stern, and Sharon Kaplan.
